by itself no penis can have children but when used in conjunction with a woman all penises are capable if the guy has working testicles. foreskin will not in any way hinder th edelivery of semen to the right place. heck if it did then how do the majority of people procreate since most men in the world have foreskin. brbrYour mother knows not what she says on that score. Btu thats not uncommon if she grew u in a place where all boys were cut. It is the only way she knows so she thinks all men have to be circumcised to function.
